Activity Information
Below is a list of current activities, approved by HUD, as an effort for HACSB to meet the MTW statutory objectives:
Activity 1: Single Fund Budget with Full Flexibility
Combined Public Housing Subsidy, Capital Fund, and HCV Administration and Housing Assistance Program Funds to provide flexibility to allocate federal resources where most needed
Activity 2: Strategic Investment Policies
Investment policies will be consistent with California Government code
Activity 3: Alternate Assessment Programs
Replace the current HUD performance measurement systems PHAS & SEMAP with a custom measurement system
Activity 4: Biennial Recertificiations
Re-certifications every 2 years for elderly and disabled households with no earned income (that have no other adult household members)
Activity 5: Local Verification Policies
Verification for new admissions will be limited to documents provided by applicant
Activity 6: Elimination of Assets
Eliminate assets in the calculation of tenant rent
Activity 7: Controlled Program Moves
Limit voluntary program moves for HCV participants to once every 2 yrs only at the time of recertification
Activity 8: Local Policies for Portability
All MTW requirements will apply to all inbound and outbound ports
Activity 9: Elimination of mandatory Earned Income Disallowance
Eliminated the mandatory EID from the calculation of total tenant payment
Activity 10: Minimum Rent
The minimum rent increased from $50.00 to $125.00 for all households in PH and HCV
Activity 11: Local Project Based Voucher Program
In an effort to increase housing choices, HACSB will offer project based assistance at properties owned by the Authority or its affiliate
Activity 12: Local Payment Standards
In order to better reflect the varying rental markets in our vast county, a submarket local payment standard will be established using a third party market study
Activity 13: Local Inspection Standards
Develop a property rating system and determine frequency of inspections based on the rating assigned to the property
Activity 14: Local Asset Management Program
Develop a local asset management program that better reflects the private sector. This will help us implement industry best practices and increase efficiency
Activity 15: Pilot Work Requirement
A work requirement policy will be implemented for all residents at Medical Center and incoming ports. Elderly and disabled individuals will be exempt from this activity. For residents at Medical Center 'work' is defined as a combination of work activities, education, training and volunteer activities. For port in families, all adult household members, excluding seniors and disabled, must be employed a minimum of 15 hours a week
Activity 16: Operating Subsidy for Vista del Sol
A temporary subsidy will be provided to meet the affordability gap for 53 senior residents at Vista del Sol
Activity 17: Local Income Inclusion
Implement policies to include income from sources like foster care and sanctioned TANF in the rent calculation that are currently excluded
Activity 18: Property Management Innovation
Develop a property management program that reflects the private sector property management principles
Activity 19: Pilot Local FSS Program
Develop a local FSS program, with increased flexibility, to help families in their self-suficiency efforts
Activity 20: Term Limits
Housing assistance for applicants (non elderly and non disabled) pulled from the waiting list will be limited to five years with a flat subsidy.
Activity 21: Utility Allowance Reform
A flat utility allowance will be implemented for the Housing Choice Voucher Program.
