Authority-Owned Housing Units

Separate from the Housing Choice Voucher (Section 8) and Public Housing programs, the Housing Authority and its affiliate non-profit currently own 1,503 housing units in 16 cities/communities throughout the county. These units were acquired and/or developed through a variety of partnerships with the State of California, San Bernardino County Department of Community Development and Housing, various cities throughout the county and Housing Partners I, Inc., a non-profit public housing corporation.

Senior Affordable Housing Program

With the cooperation of these partners, the Housing Authority has developed senior housing communities in Fontana, Montclair, Redlands, San Bernardino, Twin Peaks, Yucaipa and Victorville. The Housing Authority contracts with a private Property Management firm to oversee the management of these units for seniors 62 and over. HOME Affordable Housing Program

Affordable housing units are also available through the HOME affordable housing program. The HOME Affordable housing program is available to low and moderate-income households whose annual income does not exceed 50% or 80% of the area median income (AMI). This program ensures reasonable housing choices for individuals and families. Units are available in the following cities: San Bernardino, Montclair, Rialto, Yucaipa, Redlands, San Bernardino, Colton, Hesperia, and Baker. Following are the HOME Program maximum income limits.

Development Opportunities

Recognizing the growing need for affordable housing in the county of San Bernardino, the Housing Authority’s Development Team continues to pursue opportunities for further acquisition and development. Community Land Trust

Housing Partners I, Inc., an affiliate of the Housing Authority, created Emerald Empire Homes, a Community Land Trust (CLT) Program to expand homeownership opportunities to low-income families. Through this program, families can purchase homes at affordable prices because with a land trust. Homes are bought and sold to families with the land remaining in ownership of the CLT, resulting in a lower purchase price and mortgage payment. To be eligible to purchase a home under CLT, the income level for an individual and families can be no more than 80% of the area’s median income. Families do not need to be currently receiving housing assistance from HACSB to qualify.
